AMP8 Wastewater Upgrades

Project Synopsis

Phoenix Consulting provided Contract and Commercial Management services to Thames Water Utilities Limited on the East Hyde Sewage Treatment Works (STW) Phase 1 scheme as part of AMP8.

The project was driven by the need to upgrade the wastewater treatment process to ensure compliance with a new phosphorus permit under WINEP7, enabling increased treatment capacity while meeting tighter environmental standards.

The scope of works included the design, construction, installation, and commissioning of new treatment and electrical infrastructure, comprising three new TSR cloth filter tanks and associated distribution systems, pumping stations, pipework, MCC and substation works, backup power generation, chemical dosing facilities, and full SCADA integration.

Phoenix supported the project from early procurement through delivery, providing robust commercial governance and cost control throughout the lifecycle of the scheme.

Value Delivered

Through a rigorous and focused two-week tender analysis, Phoenix Consulting successfully reduced the Main Contractor’s Target Cost by £1.58m, lowering it from £26.97m to £25.39m.

This was achieved through detailed review and challenge of the contractor’s submission, including assessment of scope compliance, clarifications and assumptions, programme, staffing levels, contractor risk allowances, framework contract conditions, and design and general cost build-ups.

The outcome delivered immediate cost certainty, improved value for money, and strengthened commercial assurance for Thames Water, supporting robust governance and funding approval at a critical stage of the AMP8 programme.
