AMP8 Security & Emergency Measures Programme

Phoenix Consulting provided commercial assurance support to Thames Water Utilities Limited on the AMP8 Security and Emergency Measures Direction (SEMD) Programme. The programme represents a significant increase in delivery scope, with an estimated value of circa £500m in AMP8 compared to £50m in AMP7.

To support this step change, Thames Water expanded its Capital Delivery Team with a dedicated SEMD delivery group. The programme delivers works across the Thames Water region at sites identified as vulnerable through Security Risk Assessments, focusing on perimeter and internal physical security measures alongside Essential Supporting Systems (ESS).

• Business plan development for OFWAT submissions
• Supply chain engagement to support cost certainty

With elements of the programme not fully funded within the OFWAT-approved business plan, Phoenix supported the development of robust, phased business cases. A targeted approach was adopted to prioritise a smaller number of projects, reducing supply chain burden while maintaining delivery momentum.

By working closely with design consultants and contractors, Phoenix helped ensure appropriate design maturity, competitive pricing, and timely submissions — strengthening cost certainty, improving regulatory confidence, and supporting effective AMP8 delivery.
